BOARD MEMBER BIOGRAPHIES

 

JUDY ARCHIBALD

Judy Archibald is director of public affairs for Waste Management.   She develops and executes community relations programs and media strategy for all divisions of the company in Pennsylvania.   This includes developing and coordinating public affairs strategies for community outreach and development projects.

 

RICHARD BAPST  

Richard Bapst is a consultant.   He is chairperson of Philadelphia's Recycling Advisory Committee and has been active in recycling since 1981.   He has a MBA from Arizona State University and serves as a member of PRC's Facilities Committee.

 

JOAN BATORY

Joan Batory served as former president of the PRC Board of Directors as well as Interim Executive Director.   She was formerly the Recycling Coordinator for the City of Philadelphia and prior to that she served as the Solid Waste Coordinator for the County of Chester.  She has a MA in Environmental Studies from Rowan University.

 

DANE C. BICKLEY  

Dane Bickley is Director of Public Policy at Exelon Generation.   Previously he was with the Pennsylvania Department of Community and Economic Development with primary responsibility for managing the Pennsylvania Industrial Resource Center Program and assisting with the Ben Franklin Technology Center Program.   Prior experience includes Executive Director of the PA Energy Development Authority, the PA Energy Office, PA DER, and the U.S. Department of Interior.

 

M. JOEL BOLSTEIN, ESQUIRE

Joel Bolstein is a member of the law firm Fox Rothschild O'Brien & Frankel. He was the former Deputy Secretary for Special Projects at PA DEP.   He is a member of the American Bar Association's standing committee on Environmental Law.   He graduated from George Washington University Law School.

 

DAVID J. BROOMAN, ESQUIRE

David Brooman is a partner with the law firm Drinker Biddle & Reath, concentrating in land use planning and environmental law.   He received his B.A. from Rutgers University and his J.D. from Villanova Law School.   He is past chairman of the Pennsylvania Bar Association's Environmental, Mineral and Natural Resources Law Section, a member of the Environmental Law Institute and the American, Pennsylvania and Philadelphia Bar Associations.   He is a former president of PRC.

 

WALTER J. BURLACK

Walter Burlack joined Student Conservation Association in 2002.   He has been on PRC's western technical advisory board for 4 years and serves on the board of Construction Junction.   He has a B.S. in biology from the University of Pittsburgh.


BRIAN J. CLARK, ESQUIRE

Brian J. Clark is a partner with the Harrisburg office of Buchanan Ingersoll where he heads the Environmental Practice Group.   He is co-chair of the firm's Toxic Mold Response Team and Bioterrorism Practice Group.   He chairs the Environmental Affairs Committee of the Pennsylvania Chamber of Business and Industry and is a member of the Environmental Hearing Board Rules Committee.   He has a law degree from the Dickinson School of Law.

 

ANTHONY L. CRISCI, ESQUIRE

Tony is a partner in the law firm of Holston & Crisci based in Harrisburg, Pennsylvania.   Since 1989, Tony's practice has been completely devoted to government relations representing Fortune 500 companies, other businesses, and trade associations.   He also serves as Legislative Counsel and Executive Secretary of the Pennsylvania Soft Drink Association.   Tony has done extensive legislative work with environmental and general business issues.   He is a graduate of the University of Wisconsin-Madison and the Capital City Law School.   Tony previously was a partner in Lench & Crisci, P.C.   He resides in Mechanicsburg, Pennsylvania.

 

THOMAS FALCONE, PhD.

Thomas Falcone, Indiana, PA, is a professor of Management at Indiana University of Pennsylvania and is Co-director of the Management Services Group, which provides a variety of services to the business community and entrepreneurs.   He is an expert in the economics of waste management and has published many articles on the topic.   He is Chairman of the Solid Waste Authority in Indiana County and serves on PRC's western Technical Advisory Board.

 

RONALD G. FENDER

Ron Fender, principal/senior program at ERM, has more than 18 years of environmental engineering experience.   He has worked as senior program director for site remediation and brownfields and manages engineering studies for NPL, State Lead, RCRA Closure/Corrective action and Brownfields projects.

 

STEVEN FIELD  

Steven Field serves as president of the Mid-Atlantic Chapter of ISRI, an industry trade association.    He is vice president of Weiner Iron & Metal and president of Chamberland Recycling.   He is a graduate of the University of Pennsylvania's Wharton School.

 

TOMLINSON FORT

Tomlinson Fort is a Principal with Integrated Science & Technology, Inc. (IST) in Exton, Pennsylvania where he provides environmental remediation and litigation consulting services.   From 1996 to 2003 he was Sunoco's Director of Remediation and Environmental Services.   Tom serves on the Board of the Pennsylvania Environmental Council and is a past representative on the Pennsylvania Business Roundtable's Energy and Environment Committee.   He holds a M.S. Degree in Geological Engineering from the University of Missouri and is a Graduate of Franklin and Marshall College in Lancaster.

 

DAVID R. HENDRICKS  

David Hendricks is external affairs director of economic development, health care and education for Verizon Communications, Inc.   Based on a model designed by PRC, he created and implemented the national model for recycling information pages contained in phone directories.   He works with many agencies in the state and with regional partners for retaining, creating and attracting businesses and jobs utilizing environmental attributes.

DOROTHY A. HERMANI

Dorothy Hermani serves as Director Emeritus on PRC's Board, having served as a Director for over twenty years including as Secretary.  She holds a bachelor's degree in Business Administration from the University of California.  Among numerous positions held, she served as state president of The Garden Club Federation of Pennsylvania; state Beautification Chairman and Conservation Department Chairman of the Pennsylvania Federation of Women's Clubs, and president of the Milton Garden Club.  In recognition of her leadership on conservation efforts, the Borough of Milton, PA, named the town's mini park after her and declared May 1st Dorothy Hermani Day. 

PHILIP L. HINERMAN, ESQUIRE

Philip Hinerman is a partner in the Philadelphia law firm of Fox Rothschild O'Brien & Frankel, LLP.   He is involved in environmental litigation with experience in Superfund cases and brownfield redevelopment.   He serves on the board of the Pennsylvania Environmental Council and on numerous committees including the Environmental Council of the PA Bar Association, the Environment, Resources and Energy Committee and the Solid Waste and Land Use Committee of the ABA.

 

HARRY JAMISON, Ph.D.

Harry Jamison is the Executive Director of the Delaware County Intermediate Unit and has a particular interest in developing inter-agency special education programs for the severely emotionally disturbed and severely handicapped.   He maintains a private practice in Psychology.

 

ROBERT JONDREAU  

Robert Jondreau is regional director, ESH Site Services, UNISYS Corporation, Blue Bell, PA.   He is on PRC's strategic plan subcommittee for Environmental/Industry Alliance.

 

TRACY KAY

Tracy Kay is the Executive Director of the Schuylkill Center for Environmental Education, a 500-acre environmental learning center located in Philadelphia.   In addition, he serves on the faculties of Temple University, Arcadia University and Swarthmore College.   Prior to moving to Pennsylvania, Tracy spent 20 years in municipal government, serving as Director of the Rye Nature Center and as administrator of the City of Rye's Recycling, Wetlands, and Urban Forestry programs.   He has served as a consultant to a number of government agencies and non-profit organizations.

 

PATRICIA ANN LOVELACE

Patricia Lovelace is a Water Conservation Program director for Conservation Consultants, Inc. in Pittsburgh, PA.   In this position she coordinates water conservation programs for 32 counties and conducts training sessions for staff and clients.   Ms. Lovelace is involved with energy conservation as an expression of social justice and is on the Regional Coalition of Community Builders.   She has served southwestern PA for many years as an environmental and community activist.

 

DAVID McCORKLE  

David McCorkle, President of the Pennsylvania Food Merchants Association and the Pennsylvania Convenience Store Council, is active in civic and community affairs.   He has a B.S. from Bucknell University and a M.A. from John Carroll University.   He has been a strong supporter of PRC and its Environmental Shopping program since it was introduced.   He served as PRC President from 1994 to 1996.

 

ANDREW S. McELWAINE

Andrew McElwaine is the president and CEO of the Pennsylvania Environmental Council and is based out of their Harrisburg office. As an environmental education and advocacy organization, the Council emphasizes sustainable use of land and resources, conservation of essential watersheds and innovation.   Andrew is an adjunct faculty member at Carnegie Mellon University and the University of Pittsburgh.   He has also served as a staff member of President George H. Bush's Commission on Environmental Quality, and as a legislative assistant and subcommittee staff director for the late U.S. Senator John Heinz of Pennsylvania.   He was also Director of Congressional Affairs for the Institute of Scrap Recycling Industries, the nation's largest private-sector recycling organization.   He holds a M.S. degree from Carnegie Mellon University, an M.A. degree from George Mason University, and a B.A. degree from Duke University.

 

ROBERT B. McKINSTRY, JR., ESQUIRE  

Robert B. McKinstry, Jr. currently holds the Maurice K. Goddard chair in Forestry and Environmental Resources Conservation in the School of Forest Resources of The Pennsylvania State University.   He is also of Counsel to Ballard Spahr Andrews & Ingersoll, LLP, where he was formerly co-founder and Co-Partner-in-Charge of that firm's Environmental Law Practice Group.   He received a J.D. from the Yale Law School and an M.F.S. from the Yale School of Forestry and Environmental Sciences in 1979.   After serving a two year clerkship, he entered private practice where he limited his practice to environmental law and environmental litigation.   He serves on the boards of the Pennsylvania Chapter of the Nature Conservancy, the Pennsylvania Environmental Council, the Pennsylvania Resources Council, the Clearwater Conservancy, the Pennsylvania Institute for Conservation Education, and Westtown School.

 

KATHERINE L. MILLER  

Katherine Miller is a former treasurer of PRC.   She is active with both the local and state League of Women Voters.   She has a B.A. from Mt. Holyoke College and a M.A. in economics from Georgetown University.

KATHLEEN M. PEARSE
K athy Pearse is an administrator in the Eastern PA District office of Allied Waste, parent company of Browning-Ferris Industries.   She has worked in the waste industry for the last 13 years, supporting District Managers and Market Vice Presidents and managing their offices, as well as being active in municipal market development.   She is a graduate of Simmons College, Boston, MA, with a degree in Political Science.  

 

CAROLE RUBLEY  

Carole Rubley is the state representative from Pennsylvania legislative district 157.   She is a former project manager at ERM and former solid waste coordinator, Chester County.

 

ANDREW J. SABIA, SR.  

Andrew Sabia is the president of Domino Salvage, Inc. in Conshohocken.   Domino Salvage has been converting contaminated and hazardous properties into useful industrial, commercial and retail developments long before the commencement of current brownfield and land reclamation programs.   His responsibilities include the development of new and innovative uses of waste materials in a manner conducive to the safety and welfare of public health and the environment.

 

DANIEL P. SHEEHAN
Dan Sheehan is a senior associate with Malcolm Pirnie's Environmental Restoration practice in the Delaware Valley Region and manages its Philadelphia, PA and Wilmington, DE offices. With over 19 years of experience in the environmental consulting field, Mr. Sheehan has routinely worked with industry, municipalities, federal, state and local regulators and the public to develop and implement effective solutions for protecting the environment.   Mr. Sheehan is a graduate of the Johns Hopkins University, with a Bachelors of Science Degree in Civil Engineering. His expertise in the environmental field includes: evaluation, planning, design, permitting and construction administration.


JAMES P. SNYDER

James Snyder is recently retired from the Pennsylvania Department of Environmental Protection.   He served in the Harrisburg office of DEP/DER since 1971 serving in the Bureau of Land Recycling and Waste Management in a number of positions, including the Bureau Director for the last 14 years. He is a nationally recognized waste management and environmental remediation expert with proven expertise in strategic planning, marketing, policy development, and the management of a large, multidiscipline state government environmental regulatory program; senior manager with over 38 years of experience including program and regulatory development, litigation, marketing, innovative brownfields and economic development; excellent resource, fiscal management, and leadership skills, strong writing and complex problem solving abilities.   Jim has a Masters of Public Administration from Penn State University and a B.S. in Biology from Geneva College.

 

MICHAEL M. STOKES  

Michael Stokes is the Assistant Director of the Montgomery County Planning Commission where he has worked for the past 14 years.   Prior to working for the county, Michael held a number of planning and environmental management positions.   He holds a masters degree in water resources engineering from Villanova University and a masters degree in planning from the University of North Carolina.   He is also a graduate of Vanderbilt University.   He lives with his wife and three sons in Limerick Township.

 

BARRY STUTTS

Barry Stutts, P.E. is the Manager of Responsible Care â for Bayer Corporation. He promotes environmental, health and safety programs and performance improvement, including management system development and implementation. Mr. Stutts serves as the Co-Chair for a non-profit group recently formed “To facilitate proper collection and disposal of household hazardous waste and minimize its generation through education in Southwestern Pennsylvania”.   He has prior experience as an environmental consultant and a technical expert on utility pollution control equipment with an original equipment manufacturer.   Mr. Stutts earned his BS in Chemical Engineering from Carnegie Mellon University and his Masters in Business from Waynesburg College.   Mr. Stutts is a registered Professional Engineer in four states and also teaches Business Management courses on the graduate and undergraduate levels.

 

HOWARD WEIN, ESQUIRE

Howard Wein is a shareholder with Klett Rooney Lieber & Schorling in its Pittsburgh office. He heads up his firm's Environmental Law Practice Group.   Before joining the predecessor to Klett Rooney in 1986, he served as Assistant Attorney General and Assistant Counsel for the Pennsylvania Department of Environmental Resources for over 10 years. He formerly served as chair of both the Allegheny County Bar Association's Environmental Law Section and the Pennsylvania Bar Association's Environmental, Mineral and Natural Resources Law Section.   He is the former president of Group for Recycling in Pennsylvania, based in Western Pennsylvania, which merged with PRC in 1994.   He is currently the president of PRC.

 

MARILYN WHITMORE

Marilyn Whitmore is the current president of the Garden Club Federation of Pennsylvania.   She is a National Garden Club landscape design consultant and an accredited flower show judge.   Marilyn has a particular interest in rain gardens and organic gardening.   She is recently retired as a Home Health Nurse and nursing instructor.

SANDY WIGGINS  

Sandy Wiggins is the Executive Vice-President of W.S. Cumby & Son, a construction management firm based in Swarthmore, PA and has led that firm's Green Team in the effort to be a model for sustainable enterprise and Green Building.   He currently serves as Chairman of the Board for the Delaware Valley Green Building Council. He is also a Director (and former multi-term President) on the board of The Walden School in Media, PA.   He is a member of the American Society of Professional Estimators, the Project Management Institute and Sales and Marketing Executives International.

 

TIMOTHY M. WILLIAMS  

Tim Williams is President and CEO of the Pennsylvania Newspaper Association and its related non-profit and for-profit entities.   A graduate of the University of Missouri School of Journalism, he is active in various community and journalistic activities throughout Pennsylvania and nationally.

 

FRED WOOD

F red Wood is the Business Performance Manager for Wawa's Facility Operations Department with responsibilities for energy procurement and facilities systems and planning.   Fred is Vice President of    Council for the Borough of Chester Heights with responsibility for the Borough's finances. He is on the Board of RSVP (Retired Senior Volunteer Program) and is a General Partner in one of the few remaining farms in Delaware County Pennsylvania.

 

ARTHUR J. ZADROZNY  

Art Zadrozny is executive director of Safe Harbor in West Chester, PA.   Previously he worked in the chemical and petroleum industries for over 20 years, where he developed extensive experience with issue management and environmental topics in addition to business and marketing assignments.
